"Mr President, I would like to take the floor as shadow rapporteur for the Group of the European People’s Party (Christian Democrats) for the special European Ombudsman’s report. I wish to begin by emphasising that achieving a consensus among all the political groups facilitated the drafting of the report. I must mention that not a single amendment was tabled and I would like, at the same time, to congratulate Mrs Paliadeli for this result. It is worrying that the Commission’s uncooperative behaviour towards the Ombudsman may create a significant lack of trust among citizens in the EU’s institutions. The absence of good cooperation jeopardises the ability of the Ombudsman and the European Parliament to supervise the Commission effectively. I also wish to recall the principle of sincere cooperation stipulated in the Treaty on the Functioning of the European Union. It entails the consolidation of relations in good faith between the EU’s institutions. Unfortunately, the Ombudsman is very often faced with the Commission’s failure to meet deadlines for providing public access to documents. Another worrying aspect is that the Ombudsman had to compile a special report as a last resort to persuade the Commission to be more cooperative. Such incidents should no longer be encountered in future. In this respect, I would like to ask the European Commission to make further efforts to cooperate more efficiently with the Ombudsman. It must not be overlooked that any time the Commission is not going to assume such a commitment, Parliament will be able to apply sanctions. The situation revealed in the report creates a systematic problem. It deprives citizens of one of the key benefits which they expect to gain as a result of the basic right to lodge complaints."@en1
