"Madam President, the brutal attack on the peaceful protest of the Sahrawi camp has stuck a serious blow to the negotiations under the auspices of the UN. It reminded me of the worst times in East Timor: talks being held in the UN while the people were being attacked in order to thwart them. Spain could be an advocate for the former colony that it abandoned, as Portugal was for self-determination in East Timor, but it is not, as it does not wish to compromise its commercial and other interests in Morocco. It is now known that Madrid and the UN were warned of the attack. It is but a short step from negligence to complicity. France bears particular responsibility for encouraging Morocco to continue with the occupation. As for the European Union, the High Representative of the Union for Foreign Affairs and Security Policy only spoke of the attack weeks after it had happened, and did so in an extremely brief, irrelevant statement. In this resolution Parliament is calling out to the European Union, demanding an international independent enquiry into the events and the identification of the dead, missing and prisoners, demanding unrestricted access to the international press, humanitarian organisations and observers, demanding that the UN monitor human rights in Western Sahara and demanding the immediate release of all Sahrawis detained in Morocco or in the occupied territory of Western Sahara."@en1
