I must, moreover, say that the Commission has, for many years now, been financing the operations and capacities of national parliaments in developing countries precisely in order to give them the means of exercising that control. You will also know that, in another parliament and in another time, our fellow Member, Glenys Kinnock, championed the proposition that strategy documents per country and regional documents be of necessity, I should say almost as a precaution, proactively, debated in national parliaments. You will also know, for example, that in order for there to be what is termed budgetary assistance, one of the conditions for there to be budgetary assistance, which is an act of confidence in the institutions of a developing country, is that the national budget, and hence the use to which development funds are to be put, be debated in the national parliament. I believe that, as far as the Commission is concerned, a whole series of conditions and a whole series of methods are already deployed in any case from that point of view."@en1
