"Mr President, the success of the Cancún conference on climate change is vital to the credibility of the negotiating process under the auspices of the United Nations. It is therefore crucial that concrete commitments are made and realistic objectives set. Reaching an agreement on aspects such as policies for forest protection, technology transfer to developing countries and funding is vital.
If there is a failure to reach a global agreement, Europe should still remain open to considering a second commitment period for the Kyoto Protocol, but imposing conditions, especially with regard to the environmental integrity of the protocol, the redesigning of the Clean Development Mechanism and the undertaking of commitments by the major polluters worldwide, such as China and the US."@en1
