"This will allow the strengthening of international cooperation in combating counterfeiting, creating a tool to protect intellectual property rights (IPRs) effectively. It is not intended to create new rights, but to ensure respect for existing rights through repressive measures and the creation of a comprehensive international framework of assistance to the parties. This is a difficult agreement, with conflicting interests that leave room for controversial interpretations as to its effects. Protecting IPRs is essential, but, on the other hand, it is vital to ensure a balance so that freedom of expression and innovation are not threatened, and so that the ability of individual to exercise his or her civil and fundamental freedoms is not constrained. Counterfeiting is a very serious problem that carries enormous risks for European industry, the economy and innovation.
I hope that this agreement will be a step in the right direction, and that in forthcoming negotiations it will be possible to resolve the ambiguities and omissions that still plague the text, such as in the reference to false geographical locations. I could like to congratulate the Commission for its efforts in increasing the transparency of the negotiations, and I hope that it will maintain this stance, keeping Parliament fully informed of the progress of negotiations."@en1
