"The Stability and Growth Pact has thus far included sanctions, but imposing them requires the consent of 2/3 of ministers and there has never been the political will for this. I am sceptical about the anti-crisis mechanism. Council President Rompuy should not amend Article 125 of the Treaty of Lisbon, which states that every country shall be liable for its own obligations. On the other hand, he should consider expanding Article 122, which talks about solidarity – establishing mutual assistance in natural disasters or energy crises. An amendment of this article might negate a fundamental principle of the functioning of the EU, in other words solidarity, and this might lead to a loss of solidarity. If the anti-crisis mechanism operated under Article 122 on the provision of funding to individual states, the Council would decide on the basis of a Commission proposal, and they would only inform the European Parliament. There is a risk of a situation where responsible states will pay for the irresponsibility of particular states."@en1
