"Since indigenous energy sources in the Union are rare, I believe that support for the coal mining industry is justified under the Union’s policy to encourage renewable and lower carbon fossil fuels for power generation. However, I do not believe that this justifies indefinite support for coal mines that prove uncompetitive. In the light of the serious socio-economic impact of pit closures, particularly in thinly populated regions, consideration should be given to the possibility of providing help and support. However, in order to minimise the distortion of competition in the internal market resulting from aid, the Commission will have to ensure that precise and effective conditions of competition are established, maintained and observed. As for environmental protection, the Member States will have to provide a programme of measures aimed at mitigating the environmental impact of the use of coal, in the field of energy efficiency, renewable energy or carbon capture and storage."@en1
