"A resolution adopted by Parliament earlier this year refers to the importance of reducing red tape for farmers. A major point made is that there should be simplification of the implementation of the common agricultural policy (CAP) as well as simplification of the CAP itself. In relation to this, both the Commission and the Member States have an important role to play. A review of the CAP should focus on methods that would allow farmers to spend most of their time engaged in the most important thing: farming. The Commission communication – published last week – referred to the importance of simplification and of reducing red tape. To improve the competitiveness of the agricultural sector, it must be ensured that the measures now in place be reformed and simplified in the CAP in its future form, and that no additional burden be placed on farmers. I welcome what the Commissioner said last week about impact assessments being required before a new proposal is put forward. The principle of proportionality and the administrative burdens carried by farmers already must be taken into account in any new legislation."@en1
