"Mr President, I will try to be very brief. I wish to thank the Commission for this work programme, which must have been very difficult to prepare as the budget is not available to us. I, too, wish to mention the points which we would have liked to have included, but were missing. We would have liked a legislative proposal to be tabled on the long-awaited industrial policy, and likewise there should have been a step forward with the raw materials policy.
We would have been pleased to see proposals of a more concrete nature in the Commission’s work programme as regards energy efficiency and energy projects. We very much regret the fact that the semi-annual evaluation of the research and development framework programme will not take place and wish to stress most emphatically that if agreement can be reached in the budget about the Galileo and ITER programmes, we will be able to return to this issue.
We would very much welcome a more efficient implementation of the small enterprise policy, which will soon celebrate its second birthday. Likewise, we would be glad if this year, when we will have two semesters of successive new Member State presidencies, namely from Hungary and Poland, cohesion and integration within the EU could continue.
The gap between the eastern and western halves of the European Union, which is visible, for instance, in wages and in other respects, is unacceptable. It would certainly be worthwhile to make progress here. Finally, we would be very pleased if we could move forward with the Eastern Partnership, which is very important in terms of energy security. This is true even if there are people even in Parliament who try to hinder it, for example, in connection with Euronest."@en1
