"Mr President, in this time of crisis, in which we find ourselves, there are two main types of policies and actions: preventive policies and actions and stimulative policies and actions. Preventive policies are those that currently concern the supervision of financial services, governance and strengthening governance. In other words, anything that is going to alert us to the fact that there are problems before the problems overwhelm the European economies. However, the second type of policies – stimulative policies – are essential. There are three fundamental aspects of these policies, Mr Barroso, Mr Wathelet. Naturally, there are more, but I am going to highlight three: research and innovation, the development of a digital society – in other words, the digital agenda – and the internal market. The first, research and innovation, is where I find the work programme presented by the Commission to be lacking. President Barroso said earlier that the specific programmes will come in mid-2011, but I do not think that is enough. I can assure you that I and my group would very much have liked to see a reference to the Eighth Framework Programme for Research and Technological Development, which does not feature in your proposal."@en1
