"Mr President, ladies and gentlemen, this week, we should have approved the European Union General Budget for 2011. Instead, we find ourselves faced with a situation where Europe runs a serious risk of having to start the New Year with a provisional budget and greatly hindered by the application of the system of twelfths. It is common knowledge that Parliament, the Commission and most Member States were ready to reach an agreement, which was blocked by a minority of countries that refused to open a constructive debate with Parliament on the implementation of the Treaty of Lisbon. I believe that Parliament’s position during the negotiations was responsible and moderate. Parliament called for the application of the Treaty of Lisbon, and continues to call for it forcefully. For its part, the Council has proved itself incapable of reaching an agreement and has shown itself to be deeply divided over matters of fundamental importance, which a minority of States have vetoed, rejecting the idea of opening a debate with Parliament over the rules and procedures that should guide the implementation of the Treaty of Lisbon. Now, however, we are obliged to look to the future, and build the Europe of the future together – and by that I mean the Council, Parliament and Commission – without selfishness or prevarication. By agreeing to the limits imposed by the Council on the growth figure, the 2.91% we are all familiar with, Parliament’s aim is to send out a strong signal that it is sensitive to the period we are living through. We all agree, however, as the Commission also affirmed today, that we should ask for greater flexibility to meet the needs of Europe. I agree with President Barroso’s words today when he referred to the proposals that the Commission will draw up for the use of its own resources and the adaptation of the EU budget to the Treaty of Lisbon, and I hope for greater cooperation by the Council in building the Europe of the future."@en1
