"Mr President, I would like to say that I am disappointed over the negotiations between the Council, the Commission and Parliament concerning the EU budget for 2011. At present, all of Europe is affected by the economic and financial crisis. European governments are affected by falling revenues and the need to repay large debts. The European Parliament cannot pretend to be immune from this. It is not right in such a difficult situation for Parliament to demand a 6% increase in the budget. It is also not right to offer to consent to the budget in return for a promise to give Parliament its own resources. In my opinion, the European Parliament’s negotiators should not exacerbate the situation in the talks, but, on the contrary, should aim to reach an agreement. The citizens, households, firms, communities and states of the EU need stability, and this can only be provided through duly approved budgets, not provisional budgets. I therefore call on the Parliament, Council and Commission to agree on the 2011 EU budget as soon as possible."@en1
