"Mr President, I wonder whether the House would agree that, constitutionally speaking, there is another interpretation of the whole idea of separation of powers and checks and balances? In the international arena and on the European political scene, we cannot simply transfer the national model of separation of powers and checks and balances. The way I see it – and I wonder whether colleagues would agree with me – is that, in a system of separation of powers and checks and balances, the Council actually represents nation states, and whatever remains after the Lisbon Treaty of the sovereignty and independence of nation states. It acts on behalf of nations, whose governments are elected. In European democracies, governments are elected via a democratic, electoral system. On behalf of their nations and their peoples, they exercise a check and counterbalance the power of Parliament. Would the House not agree that there is another interpretation of checks and balances?"@en1
