"Should the European Union continue to subsidise industrial sectors that are destined eventually to disappear from Europe? That is the difficult question we had to answer with the adoption of the Rapkay report on State aid to facilitate the closure of uncompetitive coal mines. The European Commission has proposed a scheduled end of subsidies in October 2014. This is a sensible proposal that takes into account the negative environmental impact of aid for the coal industry and of the need for the Member States to provide a plan of appropriate measures, for example, in the field of energy efficiency, renewable energy or carbon capture and storage. The facts are damning: EUR 1 288 million of aid to production, making a total of EUR 2.9 billion of subsidies for the coal industry between 2003 and 2008, has done nothing to limit the loss of market share, nor has it ensured that the industry’s 100 000 workers receive useful support to help them retrain. I therefore regret that the European Union has not had the courage this lunchtime to say ‘no’ to extending aid for coal mines until the end of 2018 or to turn resolutely towards new energy sources, which would provide jobs for the European population."@en1
