"Madam President, in advanced industrialised countries, the lifecycle of electrical and electronic equipment is constantly shrinking. The replacement rate of this equipment is therefore accelerating, with the result that waste from electrical and electronic equipment is becoming an ever greater environmental burden.
It is a form of waste that is complex and very often contains hazardous substances which cannot yet be removed in a satisfactory way. It is therefore appropriate to consider the possible replacement of these substances at the electrical and electronic equipment manufacturing stage.
According to the information available, our gradual aim should be to find, in particular, harmless substitutes for halogen flame retardants, or for cheap and widely-used PVC. However, in the case of PVC in particular, I think it will be necessary to take a very sensitive approach to finding the right compromise between the objective requirements of environmental protection and the interests of the manufacturing sector."@en1
