"Mr President, Commissioner, ladies and gentlemen, with regard to the Gallagher report and, in particular, the multiannual plan for the stock of Atlantic horse mackerel, it is vital to advocate the amendment proposed by the Group of the European People’s Party (Christian Democrats), which was drawn up by Mrs Patrão Neves, focusing on the three objectives of the Green Paper and the reform of the common fisheries policy (CFP): the environmental objective, which is well respected in this report, and the economic and social objectives, whether they focus on economic viability or a decent living for professionals. It is very important that we make a distinction here. When we talk about the western stock of Atlantic horse mackerel, it is important to distinguish between Zone VIII C, the area around the Bay of Biscay, which is essentially geared to artisanal fisheries and which forms the livelihood for a significant part of the Portuguese, Spanish and French populations, in particular, and the zone further north, which is focused on industrial fisheries, and is thus essentially geared towards economic profitability. For this very reason, there needs to be an amendment to this report so that it is harmonised not only with the fundamental objectives of the Green Paper on the CFP or on the reform of the CFP, but also with the recommendations presented by the Council on the Regulation on total allowable catches (TACs) for 2011, in which Atlantic horse mackerel in International Council for the Exploration of the Sea Zone VIII C is essentially seen as geared towards artisanal fisheries, while the north, within this western zone, is mainly focused on industrial fisheries. This approach, which looks at the specific nature and purpose of each area where the western stock of Atlantic horse mackerel lives, is the only one that can truly protect all the aims of the CFP."@en1
