See the Buzek report on the Seventh Framework Programme, Amendment 278 (Annex I, Chapter IV – Capacities – Research for the benefit of SMEs – Activities – paragraph 1, indent 2a (new)): support civil society organisations or networks of civil society organisations in commissioning research from research performers; open standards; decrease loss of time for researchers in bureaucratic processes; simplification is essential for all small actors, including SMEs, but civil society organisations should not be forgotten; open science and repositories (reference to the Berlin Declaration); seek complementarities between the FP and the CIP; international cooperation with developing countries may require specific rules."@en1
