"Since 1984, the successive framework programmes for research and technological development have evolved considerably, while growing in terms of both budget and the number of areas covered, which is certainly a positive thing. They have also done so, however, at the cost of such complexity in the rules for participation that the cooperation of our best researchers is at serious risk. The report covers the demands of the scientific community in a comprehensive and exemplary manner, along with the conclusions of the seminar on simplification organised by the Spanish Presidency in February. This is why I have voted in favour of a report that consolidates a series of principles and lines of action such as closely linking this matter with the future of the financial perspectives after 2013, the tri-annual review of the Financial Regulation and the application of tolerable risk of error in the area of research, all of which will be fundamental for preparing the Eighth Framework Programme. There is, however, also another series of less significant simplification measures that we can introduce into the current framework programme by way of good practice that will not only facilitate the participation of the current beneficiaries, but which I am convinced will also strengthen that participation."@en1
