However, the 2020 strategy aims to improve the framework conditions and access to funding for research and innovation to ensure that innovative ideas can be turned into goods and services creating growth and jobs. Therefore, in the interests of efficiency and with a view to promoting the highest quality research, it was highly desirable to simplify the implementation of the research framework programmes. We had to take these measures to remain attractive in order to attract and keep the best scientists in Europe and remain competitive in a global economy.
