To do so, we must reshape and simplify the administration and funding of research framework programmes. Financial resources must be allocated more directly, benefiting our businesses, universities and research laboratories. The excessively control-oriented funding system for research results in a waste of resources. As highlighted by the report, the overall trend must be towards shortening the average time-to-grant and time-to-pay in order to encourage further participation in these research programmes. It is critical that we throw off the administrative straightjacket that holds back the effective functioning of these programmes."@en1
