"It is vital that we provide incentives for researchers and investors to stay in Europe. Combating the brain drain must remain a priority for the European Union. To do so, we must reshape and simplify the administration and funding of research framework programmes. Financial resources must be allocated more directly, benefiting our businesses, universities and research laboratories. The excessively control-oriented funding system for research results in a waste of resources. As highlighted by the report, the overall trend must be towards shortening the average time-to-grant and time-to-pay in order to encourage further participation in these research programmes. It is critical that we throw off the administrative straightjacket that holds back the effective functioning of these programmes."@en1
