"I welcome the Commission’s proposal that our research framework programmes should go through a simplifying process. Over time, these programmes expanded due to good tender opportunities but, at the same time, the uncertainties related to administration and control increased. We need a new scheme that has greater confidence in tenderers and which, in addition to strengthening scientific and technical evaluation processes, also takes into account the simplification of financial and administrative processes. Naturally, there is a degree of risk in any financial transaction, but the exaggerated administrative control of such risks also increases the total costs of the whole process. We must strive to ensure that our research is attractive and accessible for the world’s best researchers, European enterprises and universities. This also requires the harmonisation of rules and procedures as soon as possible, which should be done even during the Seventh Framework Programme, but certainly during the preparation of the eighth. For this reason, I, too, voted in favour of this proposal."@en1
