"1. There has been an impressive effort at bringing together 1 500 pieces of scattered legislation. 2. The communication gives an overview of the 50 instruments to build the single market, which have, up to now, been used in an unfocused and fragmented way. This is the first time that we are aware of all the means at our disposal. 3. Acquired experience should determine the future. Some measures have been very successful, while others are still halfway through or even at the very beginning. Others can be seen to have failed when they are compared with their objectives. More than ever, we can now use what in science is called a ‘natural experiment’. 4. We cannot complain of a lack of technological resources; e-commerce, e-procurement and everything regarding the Digital Agenda for Europe and the Digital Single Market are tools that are being increasingly used. The technology exists, and so does the need for it. Only the initiative is missing. 5. This case is unique: the Europe 2020 strategy, with indicators and targets. It must be used well. The crisis is becoming more severe, and the strengthening of the internal market can help towards the solution. 6. This is a very ambitious project. Is the Commission prepared to make the most of this momentum? Is it prepared to acknowledge that this project should go ahead as it is, without straggling appendages?"@en1
