"Madam President, Minister, Commissioner, ladies and gentlemen, listening to the significant contributions that have so far been offered by my fellow Members, there is no doubt that the need to reach a reasonably quick understanding on defining this framework agreement on the Passenger Name Record constitutes a strong stimulus from Parliament.
Starting from the premise that there is currently no homogenous legislative framework in force – and this certainly contrasts strongly with the real and perceived need to fight terrorism with aggressive, robust measures, balancing privacy and security – one must consider that actions to guarantee security can be effectively realised through international cooperation. At the same time, as was seen some time ago in Parliament when we approved the SWIFT project, we definitely need to bear in mind the Council’s negotiating mandate, but also the significant contributions that Parliament will also be able to offer in a context where the fight against illegal immigration can be assured through the framework agreement."@en1
