"As the exchange of data between the European Union and the United States is increasingly necessary and frequent in the context of the fight against terrorism and organised crime, a general and common legal framework must also be drawn up to protect personal data. This framework must provide for protection equivalent to that enjoyed by European citizens within the Union. The Commission’s negotiating mandate is therefore heading in the right direction. With regard to the sphere of application, this legal framework must also apply to existing bilateral agreements. I hope that the Council adopts the mandate as presented and that Parliament is kept fully and promptly informed of all developments in the negotiations, bearing in mind that Parliament will have the final word on the future agreement."@en1
