"As a whole, all five European Parliament reports on the financing instruments address the need to ensure greater control over the financing instruments for development cooperation, for the promotion of democracy and human rights and for cooperation with industrialised nations. In view of the excessive bureaucracy and not always rational use of the opportunities open to the EU, this type of resolution could serve as a catalyst and speed up the processes described in the reports. In the given situation, Members of the European Parliament become participants in the stabilisation and improvement process, by being given the opportunity to observe and control fund allocation processes."@en1
