lpv:translated text	"− Economic, financial and technical cooperation, as well as exchanges at the academic and research level, between the Union and third countries constitute one of the priorities for European foreign policy: efforts in this area must be supported. The amendment of the regulation that the Commission is proposing enlarges the sphere of its application to a large number of developing countries. As the rapporteur makes very explicit in his explanatory statement, this change constitutes an opportunity, but it is also a larger challenge to the proper utilisation of this instrument, which could lose in consistency that which it gains in scope.
