"− The European continent has been shaped by long and bloody conflicts, which have finally been stemmed by, among others, the institutions in which we work. We should therefore be the ones who, in the first instance, demonstrate the greatest sense of responsibility with regard to the use of force in international conflicts. Moreover, even when force proves necessary, the current state of our civilisation calls for surgical rather than wholesale methods. Believing as we do in this cultural model, we have to set an example to everyone else and show that it must not be greater economic strength that makes a difference in the resolution of conflicts, but a range of instruments that always put human life first, and which permit the use of violence only in extreme cases, especially to protect the lives and strategic interests of the European public. It is not a question of taking a stand but of adopting a consistent and rigorous approach in which military capacity is merely a deterrent and will never become a vehicle for radically changing the nature of the European Union or promoting a system of values other than the one upheld."@en1
