Hence, I believe the European Commission must strive to create an insurance fund that can provide compensation for any damage caused by the leakage of what are at times hazardous substances from containers lost at sea. Furthermore, it is advisable to raise the maritime safety level through stricter legislation on the control of goods stowage operations and the prevention of the illegal stowage of harmful toxic goods on ships.
