"Madam President, ladies and gentlemen, by means of this short speech, I should like to show my disagreement with the possible suspension of duties in favour of Pakistan for some three years and across 74 tariff lines, almost all of them in the textile and clothing sector. My concerns regard the negative consequences on European industry and particularly Italian industry – and on the loss of jobs in Europe in a sector that has already been sorely tested by the economic crisis. I am referring in particular to the small and medium-sized enterprises in the sector that we are trying to help anyway, and which would suffer considerable damage. Also, the fact that Pakistan set a 15% duty on its cotton fibre exports at the start of this year in order to discourage the supply of raw materials is not insignificant. It is clear that the aim is to conserve raw materials by seeking to obtain more attractive exchange rates for their export. I fully understand the need to help a country with serious problems, particularly following the serious disasters it has suffered. However, the European aid that I would hope for would be contributions towards the construction of roads and infrastructure using local labour."@en1
