"The two questions are very much linked, and I was going to answer the first one by referring to the second one. It is true that any search programme to find anti-personnel mines around the world would be welcome. The introduction of such a programme requires close cooperation with the United Nations and, crucially, it must be possible to reach agreement, within the UN institutions, with all those who make up these institutions. This work is long and exacting, because there is a need to convince others who do not necessarily agree on the resources that will have to be invested in this kind of search programme."@en1
