"Among the many proposals contained in the Small Business Act, the one regarding amendment of Directive 2000/35/EC was among the most urgent, in my opinion. Late payments have become a routine practice for public authorities in many countries (and this certainly includes Italy). If the European average is 180 days from the due date, we can only imagine the extremes of lateness in some cases and the consequences for those who manage small and medium-sized enterprises. The paradox is that a State demands prompt payment of duties and taxes, handing out penalties and applying interest from the first day of lateness, but ignores its own commitments when it is the debtor. The amendment we are voting for is very important, above all, at this time of severe economic difficulty, but it will not be enough on its own to resolve the problem. If individual Member States do not amend their procedures for recovering debts from public authorities in order to make them shorter and more effective, the approved provisions will be ineffective."@en1
