"Delayed payments are a problem with extremely serious consequences for the health of the global economy and a particularly devastating impact on small and medium-sized enterprises (SMEs). The effects of this are even more pernicious in the current period of economic and financial crisis. The bad example given by public administration is unacceptable, as is happening to a particularly severe degree in Portugal. Measures are needed to rein in late payment in commercial transactions so as to protect the good health of the European economy, avoiding situations where production structures are financially stifled and there is overcharging on financing products, thus increasing dependence on the banking sector. I would like to highlight the particular case of agricultural producers, who often see settlements that are owed to them delayed by supermarkets and distributors. The maximum period of 30 days – which may be waived to up to 60 days – for payment after services have been rendered and billed is quite reasonable for the balance of commercial relations, and it will be key to fostering a culture of timely fulfilment of commitments."@en1
