"Due to changing trade arrangements, notably the liberalisation of trade within the WTO, the reduction of the preferential margin for ACP banana-exporting countries has had a negative impact.
The European Commission proposes therefore to support the main ACP banana-exporting countries by establishing Banana Accompanying Measures (BAM) with a budget of EUR 190 million over 4 years (2010-2013). The objective of this assistance is to help ACP banana exporters to launch adjustment programmes. Although the banana question is a long-standing issue, financing the BAM remains problematic.
The Commission and the Council did not integrate it into Heading 4 of the multiannual financial framework (MFF) for 2007-2013, and the Committee on Development considers that the proposal is not compatible with the ceiling for Heading 4 of the MFF and asks the Commission to make substantial amendments or replace it with another text."@en1
