"We firmly oppose the creation of a European External Action Service. Foreign affairs and diplomacy come under national sovereignty, and that is why we voted against all the reports on this matter. A common foreign policy conducted in the sole interest of the European Union will necessarily find itself, sooner or later, in contradiction with the fundamental interests of one, several or all Member States. For instance, if there is a conflict where countries are asked to get involved, but their citizens are opposed. Or if a policy that is particularly hostile or particularly favourable towards a country or group of countries is promoted, going against the age-old traditions of some diplomatic services or the vital interests of some Members. Worse still: the treaties already stipulate that, whatever happens, all this will be subject to other commitments or constraints on an even greater, possibly global, scale: NATO, the UN, goodness knows what else. Therefore, it is not even a strong and independent diplomatic service that is being proposed here, but an instrument of submission to non-European leadership."@en1
