"Only a year ago, introduction of the concept of geographical balance to the debate on the European External Action Service met with huge opposition, even from within the European Parliament. Today, no one at all is in any doubt that this is a problem and that it has to be solved. The commitment found in all the most important documents related to the EEAS to take steps to ensure equal representation of all the Member States of the European Union in the new Union diplomatic service is a success. The review planned for 2013 will allow us to judge if these steps have been taken."@en1
