"To those of us from the new Member States, the omission of any legally binding commitment to geographic balance in the European External Action Service is a disappointment. It is true that there have been several political statements promising that the interests of the new Member States will be taken into account. However positive a political commitment might be, the absence of a legal provision is regrettable. Without legal provision, it is hard to see how voters in the new Member States will feel that they own the service. This is why a number of us have had misgivings about giving our full support to the Rapkay report."@en1
