"I appreciate the fact that we managed to put some safeguards, in the form of amendments, into the report, which will guarantee that when it comes to filling positions in the European External Action Service, officials from certain Member States will not have an advantage over officials from other states. European Union foreign policy is, after all, only one specific area, and therefore, in addition to qualifications and broad geographical representation, a principle must apply according to which state officials from all Member States will be appropriately represented among the staff of the European External Action Service. I therefore think that it is very important that Parliament has proposed to delete provisions that allowed the transfer of officials from the Council or the Commission to the European External Action Service without competition for the vacancy."@en1
