"Through this agreement, Parliament has ‘improved’ and strengthened itself and the democratisation of the European Union has been reinforced. The adoption of this report is a strong signal of the desire to consolidate the principle of separation of powers. The framework agreement is of great importance since it defines the relationships between Parliament and the Commission at a time when Parliament has obtained greater powers, particularly in the legislative process, now at the same level as the Council. Indeed, notwithstanding the supplementary and application treaties and protocols, further legislation aimed at specifying and better defining some issues was required. In particular, I applaud the fact that the framework agreement clarifies the points relating to the political responsibility of both institutions, the circulation of information, external relations, enlargement and international agreements, the implementation of the budget, the political and legislative programme of the Commission and the European Union’s multiannual programme, the legislative competence of the Commission and the exercise of its specific powers, monitoring the implementation of EU law and the participation of the Commission in the work of Parliament."@en1
