"The Europe 2020 strategy proposes bringing the employment rate for the 20-64 age group up to 75% and reducing the number of people at risk of poverty. To achieve these objectives it would also be appropriate to take action against all forms of precarious employment, including unwritten work contracts, those of less than 10 working hours per week and short fixed-term contracts. That is not to mention jobs in which minimal health and safety requirements are ignored and where there is consequently a high accident rate and a greater risk of exposure to disease and various hazards. These types of contract, together with all the associated risks, are often targeted at women, who are penalised on account of their gender, their age, having a family or being immigrants. The European Union should intervene by adopting legislative measures to secure gender equality and to reduce gender segregation in the labour market. The Member States should, in turn, increase controls so as to reduce the number of cases of abuse against women, combat undeclared work and take dissuasive action against employers."@en1
