lpv:translated text	"Ladies and gentlemen, the budget review was the cause of great anxiety, but the way in which it was presented by the Commissioner was so clever that we have become more calm and content. This does not mean that the Commissioner has not presented many problems to which we now have to give our consideration. For example, how can we balance expenditure with income? Should we cut the first and increase the second? Perhaps we should ask the question as to how to increase the effectiveness of EU resources and how to spend them more intelligently. We need to begin the move from financing traditional infrastructure to financing research infrastructure. However, there must be a certain balance which takes into account the different levels of development of different Member States. We know that every euro spent from the EU budget is more profitable than a euro from a national budget. However, let us remember that every euro paid into the EU budget also gives significant benefits and a return to the one who paid it, and not only to the one who receives that euro from the EU budget. It is an important observation that net contributors also receive significant benefits from the resources which they have paid into the EU budget."@en1
