lpv:translated text	"Madam President, Commissioner, while this budget has been going through the process of being drafted, we have heard from several quarters that the European Union should be tightening its belt in view of the current economic maelstrom. We cannot, however, content ourselves with a recession budget, in which we would have to go back on our common commitments, and possibly our international commitments too. What is especially worrying about the Council’s cuts has been the fact that they are targeted, among other things, at research and development, as mentioned previously. Just because the Member States want to see economic growth and less public debt, that does not entitle us to let our priorities go to waste. While the storm rages, we need to be able to look to the future more determinedly. This has proven to be a good formula in my own country, Finland, for example. The Lisbon objectives mentioned the figure of 3% of GDP as the target for research and development. At present, it stands at around 1.9% in the EU as a whole. An increase of 1% has been estimated to create up to several million jobs. We thus have every reason to try to achieve this very important and ambitious target. In my view, the 2011 budget, which is being put to the vote tomorrow, shows that the Committee on Budgets thinks it important that we also try in future to create growth via the regions. That is why the Council’s cuts in regional development are completely untenable. I would hope that the Council also appreciates the importance of regional policy and its strong link to the Europe 2020 strategy."@en1
