"Madam President, ladies and gentlemen, poverty and social exclusion violate human dignity, in other words, fundamental human rights. Those most at risk are single parents, children and older people. Women make up a significant proportion of the population that is at risk of poverty, partly on account of the usual discrimination that is still prevalent from all sides in connection with wages and pensions and partly due to their very common precarious working conditions. We need to take action that promotes investment in the labour market, for example, to create jobs, to promote Community programmes like the lifelong learning programme. Yes, we should provide for a minimum level of material provision, but with extensive controls and conditions so that we can prevent any possible abuse right from the start. Yes, we should provide for a minimum income, but with the proviso that it must not, under any circumstances, lead to a new form of indirect or reverse discrimination."@en1
