"We are holding this debate on poverty during the European Year for Combating Poverty and Social Exclusion. It is important that our efforts, as well as those of governments and non-governmental organisations, should be sustained and not be just campaigns and propaganda. Of all the measures proposed in the report under discussion, there is particular significance in the proposal to define minimum income in relation to median income. The causes of poverty are varied, and they are often associated with social ills and social exclusion. However, particularly striking and very shameful is the fact of the occurrence of poverty among working people and even among those who have no children or a small number of children. Such a situation is unacceptable, and so the steps taken by the European Commission and Parliament on this matter have to be exceptionally effective, consistent and resolute. While helping people in different continents and sending humanitarian aid in the wake of natural disasters, we should first set an example by showing solidarity with citizens affected by poverty in the territory of the European Union."@en1
