"Madam President, ladies and gentlemen, today in the European Parliament, the dominant theme is combating world poverty. It is important but, as Mrs Figueiredo pointed out, poverty is far too prevalent in Europe too. The fight against this phenomenon is one of the priorities set in the 2020 strategy. However, although it is good to set targets, which by the by, should have been more ambitious, it is better if the necessary means are in place. And an adequate minimum income for everyone in Europe is clearly one of those means.
Our fellow Member’s excellent report demonstrates its purpose in this fight and truly moves things forward. However, without legislative initiative on the part of the Commission, which also acknowledges the role played by minimum income, we are afraid that Member States cannot deliver on our promise to reject poverty. For this reason, this report must be followed up by a framework directive that takes into account national practices."@en1
