"Colleagues, I should point out that a number of our distinguished guests from the Commission and the Council are currently stuck in a traffic jam, but they are on their way and should be here in a few minutes.
We are about to conclude the last stage of a fascinating legislative and interinstitutional adventure: a quadrilogue on the establishment of an ambitious, efficient, accountable and forward-looking European External Action Service.
Today, we will be discussing legislative texts relating to the Staff Regulations, the Financial Regulation and the amending budget. We will be voting on those texts tomorrow. They are the successful result of a month of intense negotiations between the European institutions, working together to achieve a common goal: ensuring that the European Union’s voice is heard and respected on the wider world stage. We in the European Parliament took our responsibilities very seriously. We took the view that in external actions, as in other areas, Community interests and methods must prevail.
We are looking forward to holding this final debate today. We are looking forward even more to the launch of the EEAS on 1 December 2010, just one year after the entry into force of the Lisbon Treaty."@en1
