"When we began discussions on the new interinstitutional agreement a year ago, we stressed the point that in view of the strengthening of Parliament by the Treaty of Lisbon, the time had come for a new quality in our cooperation with the Commission. I myself said at the time that, of course, Parliament has gained from Lisbon at the expense of the Commission, but that the devil would be in the detail, and how advantageously our negotiators manage to turn the letter of the treaty into specific provisions in the framework agreement would depend on these details. Today, we have these provisions, and we have managed to include the stipulations which we made in the resolution at the February plenary sitting, and for this, congratulations are due to our negotiators and the rapporteur for the Committee on Constitutional Affairs, Mr Rangel. Let us hope that despite the initial friction between us and the Commission over the interpretation of the provisions which had been negotiated, the agreement will contribute to a more efficient and effective cooperation between our institutions."@en1
