"Mr President, Commissioner, multilateral cooperation on fisheries in international waters is necessary to ensure their sustainability and the preservation of fish stocks in the medium and long term. Conservation measures and the management of resources at the level of regional fisheries organisations should, of course, be defined alongside measures to ensure effective compliance.
We are therefore in favour of bridging gaps in the monitoring system, especially in relation to illegal, undeclared and unregulated fishing activity. Today, monitoring of fishing activities places increased demands on the Member States, whether under the common fisheries policy (CFP) or under multilateral cooperation, as the proposed transposition now demonstrates.
This fact should not be ignored by the Commission. The necessary acquisition, development or modernisation of controls may require considerable financial input. It will therefore by important for us to consider the financial resources allocated to monitoring activities in the available legislative instruments, particularly in the regulation of the financial measures of the CFP, and especially by reviewing the maximum rate of cofinancing provided in this area, which is currently 50%."@en1
