"( ) The aim of cohesion policy is to reduce disparities between levels of development in European regions and mobilising the potential for growth in order to achieve economic, social and territorial cohesion. This policy has proved essential to the process of European integration, the pursuit of modernisation and sustainable growth. In accordance with the spirit of the treaties, these features demand the application of a regional policy at EU level throughout the entire EU area, covering all European regions. The outermost regions, border regions, regions with specific geographical features, and other regions facing specific development challenges, should continue to benefit from specific provisions. The current accumulation of long- and short-term challenges that the European Union is facing entails the adoption of the EU 2020 strategy so as to create a favourable framework for stable and sustainable economic growth and job creation in Europe. The implementation of cohesion policy is now essential to the success of this strategy. I would like to highlight the fact that territorial cohesion implies an approach aimed at territorial development, so there should also be sufficient flexibility to allow for adaptation to specific regional characteristics and support for less developed regions in their efforts to overcome their socio-economic difficulties."@en1
