The report underestimates the degree to which the banks were to blame for the crisis, due to their over-indulgent and speculative tendencies, especially over recent years. We need a new perception of the character and role of the financial system if we are to have European economic policies which foster sustainable growth and, ultimately, address social needs."@en1
