"The British Conservative delegation has traditionally given a free vote to all its Members on the issue of the death penalty. We believe that the use of the death penalty should be a matter of conscience for each individual.
However, we would like to stress that even when individual Members are in support of the death penalty, we believe that it should be reserved for only the most heinous of capital crimes, and we categorically condemn its use on minors."@en1
